Where to buy a used car

I’ll be soon relocating to Houston from Europe and I am looking to buy a used car. Do you have any advice on the approach or dealer for a fair deal and, more importantly, avoid cars in bad shape?

I was originally considering CarMax but reading reviews I am no longer convinced
