Where do I signup to be notified when a public space is closed/opened?

Hey Houston ❤️ I’m a relatively new relocation, so please be kind. Went to John Steel dog park with my pups, but it was all locked up. I understand it’s in a flood zone, but would like to know when it (and other places in Houston) are closed & reopened. A google search didn’t find much
