What’s with people not turning their headlights on lately?

I've seen dozens of people doing it everywhere. doesn't matter if it's early morning on the freeway ir late night on major surface roads. probably 9 times out of ten if I make a drive where my headlights come on automatically, I see at least one person without theirs on. is it some kind of stupid trend?
