What’s with all the dead dogs on the East Freeway?

I recently started working in Baytown and there are always 2-4 dogs dead in the center median of I-10 or 330 after the Cedar-Bayou-Lynchburg exit. It seems like part of the problem is that they stay there for upwards of a week usually; I've actually had to call the county multiple times to get them cleaned up. What needs to be done to solve this problem?
