What’s with all the ‘biker gangs’ downtown?

Downtown streets have always been fairly desolate at night, even more so now due to covid. Started off noticing groups of kids with those rented red bicycles, maybe 3-4 kids biking around. Now, there are groups of 10 or more with their own tricked out LED-flashing raised handlebar deals, looking comically untough. Is this just a fun thing to do that’s grown out of covid boredom? Or has it always been a houston subculture that is just taking advantage of emptier-than-normal streets?
