What’s up with the bikes on almeda road?

Recently moved to Houston. I live on Almeda road and every night I see groups on bikes. Most of the times they are pretty uneventful. But every so often you see a huge group taking up the whole road, both ways, cutting lights, and interrupting traffic big time. Are these groups part of the recent protests or have they been around longer? How is this allowed so frequently on such a major road? Its dangerous not only for the drivers but also for the bikers. All it takes is one person with a bad case of road rage.
