What’s up with all the guys who hang out in the back of the Home Depot parking off of 290 and Fairbanks?

Every time I come yo the Home Depot off of 290/Fairbanks, there are like 20 dudes chillin in the back of the parking lot. They have tried to stop me a couple of time but I just drive past them. Anyone know what they are up to?
