What would you think the cost of "buy low" starters be in terms of players?

Now I am of the belief we need 1 good consistent guy, and then a buy low starter (if he's cheap).

My buy low starter:

1. Lance Lynn

Awful ERA (6.06), but his underlying metrics are excellent or at least indicate he will be much better than this.

xFIP of 3.82, K/9 of 11.05 which is very good, 3.32 BB/9 which is not the best but basically what our guys are.

I don't like the guy, but frankly I care about winning more as long as the guy isn't some criminal.

What do you think a guy like him would cost us? Surely not a top 5 prospect in even a weak farm like us or a major league guy right?

What are some buy low guys that you think have some nice tangibles that can turn it around?

Pressly for example was bad ERA wise with the Twins, but always had some nice underlying stuff. A tweak in his pitch usage turned him into the beast he has been for us.
