What to do with a stray dog?

Hi everyone, I’m posting on behalf of my friend who lives in Houston and she just found a stray dog but is having trouble finding a shelter to take in the stray dog. Does anyone have any resources to point her in the right direction? She absolutely cannot keep the dog but took him in because he looked like he was starving. She already took him to the vet to check for a chip and a checkup
