What to do if tree appears to be dying?

Live down in friendswood. I have 16 trees on my property. One of them, not sure what it is, maybe China berry? it’s leaves are browning and shriveling. No other tree in my yard is showing these signs, including it’s twin on the other side of the yard. Who do you report to for such things? Want to make sure it’s not due to invasive species.
