What to do about stray dog that needs help?

I'm staying near Old Harrisburg for the week. There's a few stray dogs running around. For the most part, they seem to be doing ok for themselves. There's one that has an injured paw. Are there any good organizations I can reach out to? I want to be careful to avoid these dogs ending up in a kill shelter.
