What to do about a cable getting unburied in my yard?

I’m wondering if anyone here has ever had a buried cable start to get uncovered in their yard. In trying to control some of the overgrown plants from my neighbor’s yard, I’ve been digging out some of the plants that crossed the fence line. While doing it, I noticed a previously buried cable has been exposed. I called 811 to come and mark my backyard, and there is an electric line buried along the fence 2 feet away from this cable. The cable is solid black and about half an inch wide. it looks about the size of 12/3 Romex wire so I doubt it’s big enough to be the buried electric utility. It’s not running to anything electrical in my hard so I have no idea which service it might belong to. I’ve tried searching google, but haven’t gotten any great answers.

Anyone have any idea who to contact to get this buried or at least identified if 811 didn’t end up identifying it?
