What the heck happened to the Houston 311 app?

Garbage truck stole our can this afternoon and drove off. Went to report it on the 311 app (see click fix crap), and it's now a circular multi level app of hell, and when you try and report it says "no service providers available in your area." Did the city stop paying the bill to the app maker?
