What part of Houston fits my ideals?

Hey I (m20) am planning to move to Houston from Portland in August or Early September. I want the following in a neighborhood:

– Relatively Low Crime, It's a city. Crime happens, I don't expect 0 crime, just let's say no neighborhoods that have hardcore violent crime issues or major gang issues.

– close to a decent campus of HCC. I'm trying to start college and won't have a car at first, so it would be ideal to be close to a campus with decent class offerings. I don't have to be super close. In my experience car drivers seem to think anything longer than 12 minutes is an unthinkable distance, so I want to be clear, I don't mind taking 1 1/5 hours to get to close by bus, bike, or foot. I am also good at biking and walking in areas with bad pedestrian infrastructure in my suburban area and also in Medford and Salem area (the bad parts for pedestrians not the downtowns!).

– this takes me to my third point, needs some sort of access to public transit system. I know in Houston the transit isn't as great as Portland but as long as I can get to the basic places in 1.5 hours I'm good with it. Ultimate goal is to buy a car a few months in at most anyway. Depends how much I have to blow upon arrival to get a room and before I get a job (though I'll try prior to coming to at least have some interviews). Probably will have 4k after I get settled so I can probably get a car a month or two in.

What neighborhoods would you recommend? Thanks!
