What kind of lawyer would I need??

I’ve never dealt with any legal issues besides buying my house… what kind of lawyer would I need to deal with Houston Public works?

I bought my house 3 years ago and we found out during the freeze when my pipe burst inside and the meter in my driveway is NOT my meter it is for the house behind me. My meter was apparently buried under concrete driveway 6 years ago before I bought the house. And now they have given me a $420 water bill?! Like how are they reading my meter when it’s covered under concrete??
