What is the max penalty that I could be fined for the following:

Lets say I purchase a property and put up a no-slab shipping container home (inside the loop), and I am able to complete the entire project (structural, electrical, plumbing, cosmetic) in under a month.

If I am able to complete construction without getting fined during the project, what would be the maximum penalty I could potentially be fined once the entire project is completed?

Does anyone have a resource on penalties? I cant seem to find an answer from the Houston Permitting Center website.
