What is the ideal house type for staying cool?

As someone whose rental house won’t currently get cooler than 78 degrees, what are the best features of a house/townhouse in Houston to maintain temperature control? So far we’re thinking slab is better than pier and beam, new windows, one story, and appropriate sized AC units for the square footage. What else?
