What is the cheapest and high quality water refill station in Houston?

I am planning on refilling a 5 gallon water jug as drinking water. Originally I went to a Watermill Express which charged 35 cents per gallon. Does anyone know of any cheaper water refill stations? Ones that use reverse osmosis filtration would be preferred as I read about Chromium 6 in Houston water. Thank you!
