What is the best way to prevent barrel burning in your neighborhood?

I live in the Settegast side of town, and over here many people love to burn their refuse in barrels. I looked into it and had a conversation with a fire captain and found out that it was permitted.

Does this stuff happen elsewhere in Houston? Heights?

Is there any way for a community to have this banned?
