What is a law or policy that Houston small business owners need more than anything?

I own a very small business in a strip mall in Spring and operate it as a side hustle. I’ve been thinking about how hard it was for me to hang a shingle and am wondering what kinds of ideas you all have for how to make opening a business easier. Personally, there weren’t any legal or administrative hardships but that doesn’t mean that laws can’t make it easier. What can we do on a local level?
