What in the hell js going on off of the feeder on bwltway 8 headed towards pearland?

F**k load of people riding horses, taking up the entire stretch of road for about a mile. Along with a bunch of fucking idiots driving like complete assholes. They literally almost ran over a few horses. Theyre all together. One cop in the front.
