What areas should you avoid for apartments?

I plan to move into an apartment close to UH this summer, but every place that isn’t extremely expensive has reviews advising to avoid it at all cost. Which areas should really be avoided? My budget is of $1,400 for the apartment, but I would like to go lower if possible
