What are some places to go to celebrate a 40th birthday?

Please help me plan for the following:

Female (very bubbly, jazzy, glittery type of personality)

1) Where?? to have Dinner for about 15 to 30 adults.

Price=$$ (because not everyone in the friend group can do a three diamond restaurant.)

Live music (R&B) would be a plus

2.) After party ideas would be helpful as well. Something classy but worthwhile.
