West Little York Auto Storage

My roommate got her car impounded and apparently this is where it was taken. 19155 W Little York Rd, Katy, TX 77449. The business does not come up on google at all. She went there and they refused to not only return her car, but to return her house key to her or to get any personal belongings. They also claimed to be closed but per Texas law:

If a VSF does not accept cars 24 hours a day, you may claim your car within one hour of your request between the hours of 8:00 a.m. and midnight Monday -Saturday and from 8:00 a.m. to 5:00 p.m. on Sundays except for nationally recognized holidays.

Christmas eve is not a nationally recognized holiday, so all of this seems extremely sketchy. Does she have any recourse? Has anyone had any experience with them?
