i was driving north on 69 and taking the exit to san houston pkwy west tonight. there was a traffic jam on this exit which was weird given it's 11 at night. i noticed at the front of this jam there was about 4 cars with their emergency lights on swerving back and forth. then a car cuts infront of me on the exit and starts doing the same thing. then a car comes FLYING from behind me and drives on the side to jump infront of me too also doing the same thing. they continued to swerve back and forth on this exit the entire time until we got onto the pkwy. i'm new-ish to houston and big city driving in general, what the heck was this? does anyone know what this means? they weren't cop cars they were regular civilians (one had the windows down and i could see him)
