Ways to report police not following the traffic rules?

This morning when I was on my way to work at 5:30am. I was still driving within our neighborhood, so there are a bunch of stop signs.
I was turning left at a four way stop, and suddenly, in the middle of my way turning left. I saw a police car driving toward me, not slowing down at all. And right before it almost hit my car, I hit my break, and he/she hit the break as well. Half of the police car was already beyond the stop sign where it supposed to be!!! And a couple weeks ago the same thing happened to my mom as well!! It freaked her out because the police car almost hit her.(happened in the afternoon) The police just completely ignore the stop sign AND other car stops at the stop sign!!! In the NEIGHBORHOOD!!

It is totally unacceptable. What if there is a kid acrossing the street? I am sure a car is more obvious than a little child, when the police is blind enough not being able to see a car.

I know polices are allowed to not follow the traffic rules when there is an emergency, but the light was not on. It was not emergency at all.

Unfortunately I did not get the plate number, because it was following behind me the whole time until I turned onto the other street.

Is there a way that we can report dangerous police in our neighborhood? 😡
