Ways for a 60 year old woman to make friends?

Hi! I am writing this for my mom, without her knowledge. My parents recently moved to Houston (Heights area) and my mom is hoping to make friends but isn’t sure where to start. She’s doing a swimming class, but it’s pretty isolated. She’s fun and kind, enjoys reading, socializing, cooking, baking, etc. I don’t live in Texas so I don’t know any specific classes to point her towards. Hoping for some ideas! Thanks so much!
