Water well in front yard

I have a 5 ft deep hole in my yard that’s filling up with 25+ gallons of water, daily. Water appears to be seeping up from a deeper source.

City of Houston confirms it’s not coming from the service main. Had the city come out in 3 separate occasions. Both house and sprinkler meters are working properly, no spikes in usage.

The water isn’t chlorinated, doesn’t smell and is clear.

What water lines run deeper than 5ft, in COH?

Not sure who to call for further investigation. Thinking about calling a water well drilling company to take a look.
