Water leaks all over Houston ?

I have noticed in many parts of Houston there is water leaks leaking from the concrete or grass ….. like multiple places in houston. I have been reporting all these water leaks I see, and they ask me for my email or whatever and they tell me they will update me on the status of these leaks, but right after I report it the following day I get emails saying “ they have been resolved “ and there still leaking … there is a leak that has been going on for 3 months I’ve called 3 times and each time it says it’s been resolved and it’s still leaking lol …..

The crazy part is we are having such a bad drought and are being imposed to only water are yards after 7pm …….. I would expect the city of Houston to try there best to fix all these leaks with this drought going on…

Again why is there so many water leaks right now, is it due to the heat ?
