Water bill issue

Hey everyone I need help with something. I moved to Houston and the problem is when we moved here the water bill has been extremely high. The bill in august was 370 dollars. We called them and they said we cant help you send an email we sent an email and they said 90 days till they respond we haven’t heard anything but for September we go the bill to be 93 dollars even tho the usage was higher than the previous month so we assumed the fixed the issue. This month the bill is 278. We brought a plumber and the plumber said there is no leak at all it is most likely the meter. We called them they leave us on hold for a long time and then that call disconnects so we sent another email but still no response no nothing. For the people that live in houston have you experienced this before? What should I do because this bill is running me dry.
