Washington ave/Richmond strip comparisons?

I read this cool article from ‘08 on the Richmond strip and I’m curious if people see this strip in its prime and Washington ave currently as similar, and if Washington ave may suffer a decline eventually. Do you think the Richmond area will see a resurgence? Why do you think it lost its presence as an entertainment district? I’m too young to have seen the strip in it’s prime but Houston real estate trends fascinate me so I read up on a lot of it! Thanks
