Visiting out of town; Ninfa’s Navigation Vs. El Tiempo?

I've seen a lot of debate between the two, we are visiting from out of town and want a great tex-mex restaurant. I know Ninfa's is really expensive, my first thought was wow people complain a lot about the prices who cares; Then I realized it was nearly 40$ for steak fajitas

Price wise I don't really care too much because it's a special occasion for me and my SO, we just want the overall best experience. Any Houstonians have recommendations?
