Veterinary care assistance or Rescue that will take cat with pre-existing condition

Hello all,

Recently my cat has been peeing blood but has no other symptoms relating to that. Last month he was taken in for an exam and they gave him antibiotics. The problem persisted so we took him back today. They did x-rays and it turns out he has a pretty sizable bladder stone. My husband and I cannot afford this as we are in a financial hard-ship. The vet clinic is estimating $1000 to $3000 for the surgery depending on the complications.

Right now it seems the only option is to find somewhere that will take him as he still has a high chance of survival with the correct care.

Would anyone know of a rescue that would most likely take him with his issues OR a program that provides veterinary assistance in situations like this? Most of them require a household income of no more than $60k but unfortunately we make more than that.

I should add that he does not do well with dogs.
