Verizon seems to be going downhill??

I'm noticing more and more instances where I have full bars and no data (I.e. congestion) to the point that I can't stream music without drops while commuting along 290 from the beltway to 99. A year or two ago, it was at&t that had this issue while Verizon remained solid everywhere.

Anyone else noticing a decrease in service quality, or is it just me? Is at&t holding up any better these days?
