Vehicle Renewal Notice Email – Password to open renewal attachment doesn’t work

Has anyone encountered this? I received via email the vehicle registration renewal notice, with the actual notice attached in an encrypted PDF (I never received a copy in the mail, just via email).

In the email, it states that in order to view my renewal notice, I have to enter in the password

"To open the attached renewal notice document, you must enter a 9-character password. To create your password, use the 5-digit ZIP code of the Renewal Mailing Address and the last 4 characters of the Vehicle Identification Number (VIN) associated with the vehicle."

The zip code/VIN combo does NOT work, therefore I cannot view my renewal notice, which means I can't go pick up the sticker (they insist that I need the official notice to do this).

I do not want to do this online because last time, I never received my sticker. I would rather go pick it up in person, but I can't do that without the official notice.

Any advice? Registration always seems to be a clusterF for me
