Vehicle Inspection, Living Outside HTX

Have my car registered in Harris, intend on keeping it registered there for the time being, but currently living in San Antonio (Bexar).

Do I have to get my car inspected in Harris to renew the registration in Harris because of emissions testing or can I get it inspected in SA as long as the shop tests emissions?

For further context, my car’s an EV but I was told Harris still wants proof the OBD port was violated sufficiently.
