Unleashed/uncollered dogs escaping fence

Just moved into a house 2 weeks ago with 10 other houses in our street with NO HOA near Tidwell and Hardy on the northside. Neighboor has 3 dogs that escape their fence/yard daily and just bark and chase everyone. They go into others yards as well to tip trash cans and rummage for food.

Speaking directly with the neighboor lead to no action in their part. They literally will get home at 2am and the dogs will be in the street barking at anyone and they wont even take them back into the yards.

Not sure what to do besides get a dog wistle to scare them off since they aggressively purse us as soon as well turn onto the street and try to step out of the car. Help!?
