Unemployment Overpayment

I just got an email from TWC saying they overpaid me almost $2200 under the CARES Act and that I have to pay it all back. I haven’t filed any wrongful claims nor have I worked in almost a year, I also have met all of the weekly requirements for job searches. Has anyone else gotten this message? What would happened if I didn’t pay it back by chance?
