Underwhelming List: Harris County FEMA 1316 Properties

Background: The National Flood Insurance Program contains a provision (section 1316) to disqualify certain properties from receiving flood insurance unless and until they are raised 1 foot above base flood elevation. This makes selling a 1316 home difficult, since it is almost impossible to get a conventional mortgage or other types of insurance.

Two of my previous posts (with one more incoming) documented shady re-development of 1316 properties in Montgomery County:

Montgomery County is surprisingly transparent on this issue and makes their entire list readily available: https://www.mctx.org/departments/departments_q_-_z/recover/1316.php which inspired someone in a previous post to ask about the same information for Harris County.

Harris, and every other jurisdiction I googled, are radio silent on the issue, so I submitted an open records request to the Harris county Engineer's office and they replied.

It was a poor use of $6.50.

The results are underwhelming to say the least and I am deeply suspicious of the process used to determine 1316 status.

That's it. That's the whole list from the most densely populated county in the fifth largest metro area in the entire US.

I just sent in the same request to the City Of Houston's flood office and we'll see what they have to say….
