U. S. Customs inspected my domestic package?

I purchased some clothes online. The warehouse is in San Francisco. Everything seemed normal with tracking, etc. When I got the package, it had been opened and poorly taped with a green strip of tape that said “Inspected by U. S. Customs and Border Protection”. My understanding is that they don’t inspect domestic packages.
