Trying to get my friend in Houston out for Halloween

My friend moved to Houston and he hasn’t gotten out at all, ( it’s been almost 2 years ) all of his friends including me are long distance. He isn’t a partier or a drinker. We are trying to get him out of the house for Halloween. What would you suggest? Events near or on Halloween would be awesome!
