Trying to build a granny flat

Any advice on how to build in ADU in my back yard? Do I need permits? If so which ones? I want something basic, small living room, kitchenette and a bathroom with a shower. It’s for family to live in, don’t plan on renting it out. Any suggestions, advice or resources are welcome. I do know my neighbors have built without any permits, but not sure on the legality.
