Tree debris removal team destroyed healthy tree

So the crews picking up storm debris on the curb made it to my street yesterday, and they decided to use their claw to rip all of the street facing limbs off of my large, healthy magnolia tree to have more room to grab the trash near it.

The once healthy tree is now completely destroyed and will probably not survive. My wife is heart broken.

I'm looking for info on who I can contact about this. Is it a function of the city? FEMA? I feel like this is a long shot and I'm probably screwed, but I'm just so frustrated about it.
