Trash can replacement

Who do you call to make a bigger stink than 311? My mom has been trying to get hers replaced since late April and keeps getting the run around even when she gets a "supervisor." One of the neighbors saw a truck swap one a couple weeks ago at the end of the street by by the time they could react in a meaningful way, they were gone.
