Trail camera zip-tied to stop sign?

I’m in a suburban neighborhood and noticed there is a trail camera zip tied to the top of the stop sign at the end of my street. It’s a dead end street and we aren’t on the neighborhood “Main Street”. I’ve only noticed one other stop sign with a trail camera zip tied to it. Thought maybe someone has heard of this before? This isn’t a gated community or anything, so I’m unsure if this is normal or if I should be calling someone (who though?) about why there are trail cameras zip tied to only two stop signs in this massive neighborhood.
