Toyota Dealerships in Houston- Are they all doing markups?

This may be a shot in the dark, but I'm trying to buy a new Toyota because an uninsured driver flew through a red light and totaled my truck.

Every dealership I've been to so far has either told me they are doing markups, or the reviews on Google have stated as much.

Does anyone here know of any Toyota Dealerships that aren't forcing markups on MSRP right now? I've already had to walk from two negotiations because they wanted to charge "Hardship Costs" of over $3,000. (Looking at you Mike Calvert and Toyota of Katy)

I'm just trying to get another vehicle without wasting my time and wrecking my wallet.
