Tow Truck Auto Theft in Gulfton?

New to the area and Houston. Just saw the shadiest/fastest tow that I have seen. Gulfton, Mapletree Gardens. Guys waving flashlights at cars and banging around woke me up. Black simple tow truck with white/red top lights scooped in and pulled out a sedan, repositioned, then swooped around and towed it again, then drove right out the exit gate quick as can be. 2 minute deal maybe.

Are tow truck auto thefts a thing here? I've never heard of it but something didn't feel right to me.
