TL;DR The I-45 Freeway Expansion is Really Dumb
The author is spot on. But his article actually doesn't get at the most fundamental stupidity of TXDoT's I-45 plan, which is that it will not improve traffic in Houston. It will create a decade of congested misery in the center of the country's fourth largest city while the construction is happening. Multiple billions of dollars will be sunk, a decade of our lives upended, only to end up more or less where we are now.
I've been in too many traffic jams on the "expanded" Katy Freeway to think that highway expansionism works. Other places in the world have amazing traffic engineering—but TXDoT seems only to look at their backlog of failed projects for reference.
