Tight budget for housing

Helping my friend try to find a new place to live as her situation has become toxic.

Work is over by 59 and 610 but she doesn't mind commuting up to 30 minutes.

She needs rent and all utilities (electric, water, gas, trash) to come in at or below $1100. All bills paid apartments would be great, do they exist anymore?
