Tie you crap down

Help me Last Monday afternoon I was going to give a friend a ride to an appointment he had . As I exit the freeway the truck in front of me slammed his break ona and I saw him bounce and then I hit what he hit a log not a stick of a branch it was a log that came off some yard guys truck . Then the car behind me hit it this happened greens exit at humble . It did 4,300 .00 dollars worth of damage to my car .. I’m so pissed the cops did nothing and drove off .. is there anything I can do to help offset the repairs #tiedownthethingsyouhaul That could have killed someone.
